JOB SUMMARY:
Responsible for directing the efforts of the EPMO team which is accountable for on‐time, within‐budget delivery of all IT projects. Responsible for acquiring resources and coordinating the efforts of team members and third‐party contractors or consultants to deliver IT projects. Lead and motivate a team of Project Managers, Business Analysts and support staff. Develop and enhance enterprise‐wide and IT internal processes, and provide leadership throughout the entire lifecycle of required projects. Accountable for all IT spend (Opex and Capex) to ensure projects are justified through business plans and projects are deployed below budget and at the lowest cost possible. Accountable for Vendor Management of all IT vendors and timely payment of invoices. Assist the CIO in other capacities to include implementation of processes, IT strategic planning, management of the IT Operating Budget, IT Capital Budget and IT communications, including within IT and across the enterprise.

ESSENTIAL JOB FUNCTIONS:
•Lead a team of project managers throughout the project lifecycle including project formation, requirements, resourcing, execution and delivery. Provide direction for the management of the business analysis team.
•Develop and implement governance processes for IT projects through enterprise leadership decision support systems and reporting. Collaborate with key departments to develop and manage project budgeting and cost estimation approaches and resource allocation for IT projects. Ensure processes are followed through the lifecycle of IT projects.
•Accountable for IT strategic sourcing, including vendor and contract management. Manage the IT budgets with accountability to the Chief Financial Officer
• Accountable for the IT strategic direction including planning, management and communications of IT Plans.
•Oversee communications on behalf of project execution and the overall IT Department with the ELT, other executives and all employees of the Enterprise.
•Champion development of project management as a core competency within ANA. Identify project management best practices for the association and facilitate adoption.

REPORTING RELATIONSHIPS AND SUPERVISORY RESPONSIBILITIES
• Supervises the Manager, Strategic Project Office and several Project Managers
• Reports to Chief Information Officer (CIO)

JOB SCOPE RESPONSIBILITY (Management with this scope)
• Budget: $8 M - $11M (Opex and Capex)

MINIMUM QUALIFICATIONS REQUIRED:
Education
•Bachelor’s degree in business, engineering or computer science.

Related Work Experience:
•15+ years of progressively increasing responsibilities including managing multifunctional projects, project management office functions, and strategic planning
•5+ years related supervisory experience
•Diverse business experience with exposure to operational, financial and technological areas
•PMP certification required
•Understanding of finance processes
•Negotiation with IT vendors, management of contracts
