Title Test Development Manager

Description Provides managerial services for test development work regarding ANCC certification, ensuring assessments are valid, reliable, and legally defensible. Provides oversight of project timelines and associated budget, quality, and accreditation requirements for all test development activities.


1. Supervise staff that includes Senior Editors and Item Bank Specialists. Manage, monitor, counsel, and evaluate staff activities related to (1) item development and maintenance, (2) item reviews, (3) item bank development and maintenance, (4) form development and maintenance, (5) work with subject matter experts, and (6) quality control. Provide expert advice and oversight on test development and department-wide editorial services.
2. Monitor the quality of test development work to ensure high-quality, on-time project completion. Oversee research and responses to issues with exam content, quality, or challenges. Review assessment drafts and monitor summary statistics for and psychometric properties of the assessments. Ensure all ANCC test development practices are consistently applied and work with department leadership on transitioning new exams into the maintenance process.
3. Monitor quality of all reports, such as meeting summary reports to ensure they meet department SOP, work instruction, and applicable accreditation requirements. Ensure compliance with accreditation requirements of ANCC certification programs.
4. Ensure ANCC is using up-to-date, best practice test development processes. Review literature, attend conferences, review department procedures, and update department procedures as necessary.
5. Perform other duties as assigned to support the department’s objectives and strategic goals.

Supervises Senior Editors and Item Bank Specialists


Master’s degree in industrial-organizational (I/O) psychology, testing and measurement, research and statistics, English, or related field.

Related Work Experience
Five years in editorial work. Five years of teaching, training, coaching, or mentoring others. Three years in test development, item writing, or equivalent. Three years of project management and staff management or team lead experience.

Editing; test construction, development of alternative items, and test validation; meeting facilitation; oral and written communication; use of office computer software (e.g., Microsoft Word, Excel, PowerPoint); staff and project management; analytical thinking and problem solving; public relations and customer service; and technical report writing.

Ability to organize, manage, and complete multiple ongoing projects and tasks; accurately attend to details; adapt to changing priorities and work demands; take initiative; work autonomously with limited supervision; and work collaboratively and effectively within a team.

PREFERRED SKILLS & EXPERIENCE (not required to meet minimum qualifications)

Experience (a) using item banking software; (b) with healthcare-related test development; (c) with accreditation; (d) in program evaluation and process improvement; and (e) in licensure or certification for a professional association, national testing agency, educational institution, or regulatory agency.
