General Statement of Duties:
Responsible for assisting in planning, developing, recommending, and implementing human resource activities, policies, procedures and programs. Supervises the activities of colleagues engaged in talent management including: training, talent acquisition, benefit administration, labor relations and personnel research. Perform a variety of administrative functions calling for the ability to make independent decisions based on employment law and organizational policies & procedures. Create, maintain and report key HR talent management metrics using performance dashboard reports, graphs, spreadsheets, surveys and other exhibits as required.

Major Duties and Responsibilities:
• Act as authority on matters of policy interpretation
• Draft correspondence, procedures, policies, and job specifications as required
• Assist in establishing and maintaining work standards
• Function in an advisory capacity to all departments/companies, in Director’s absence
• Conduct interviews and participate in the selection and onboarding of new colleagues
• Assist in coordinating activities with clinic
• Provide pragmatic and consistent guidance as necessary to managers on grievance, attendance, disciplinary, and performance issues
• Investigate grievances, receiving colleague complaints and acting accordingly to resolve them.
• Investigate EEO, MDCR and MESC claims and represent the organization at hearings
• Assist with audit of Personnel and Medical Files for completeness and accuracy quarterly with all files reviewed at least once annually.
• Create and maintain required personnel records/reports in the CFC’s Child Plus Database
• Post all job openings via our Human Resource Management System, social media tools, job boards and/or other media as appropriate
• Manage, ensuring accuracy and appropriate use of the Recruiting Module
• Verify that all prerequisites have been completed before New Hire Orientation is scheduled and ensure that all necessary documentation needed on the day of orientation is prepared
• E-verify proof of US citizenship
• Reviewing and revising HR policies in compliance with changing or new legislation.
• Collecting ongoing information regarding colleague suggestions and workplace satisfaction
• Conducting new colleague orientation and other educational and training programs on changes in benefits, anti-bullying, cultural competency, servant leadership, diversity, etc.
• Participates in public presentations of organization policy and HR activities
• Basic Understanding of budgeting concepts
• Tracking cost to budget
• Approving Timesheets
• Create, maintain and report key CFC metrics for EHS, GSRP, Head Start and ECE using performance dashboard reports, graphs, spreadsheets, surveys and other exhibits as required by the CFC management team.
• Responsible for all the Center for Children human resource activities to include talent acquisition, benefits, employee and labor relations, payroll, regulatory compliance, performance management, risk management, training & organizational development.
• Responsible for the preparation of CFC interview panels, materials and schedules, ensuring a parent representative is present for all Thrive to Five interviews; trained on the required interview policy and procedures.
• Conduct interviews and participate in the selection of new colleagues
• Report generation for Division Director, i.e. EEO-1, Weekly Project/Staffing Report
• Perform related duties as assigned

• Minimum of 1 year experience with Child Plus, Ultipro or a comparable HRMS / Payroll system preferred


Education, Training and Experience;
• Bachelor Degree in Human Resource Administration, Business Administration, or a related field and at least seven (7) years of related experience preferred.

Supervision Received:
Perform duties under the supervision of the Director of Human Resources.
