Description Pact, a non-profit organization based in Washington, DC, is implementing a USAID-funded project, Sajhedari Bikaas, aimed at empowering local communities to direct their own development in the Mid and Far West Regions of Nepal. Pact has an immediate need for highly competent Nepali citizens to fill the following positions:

Summary: The Grants and Contracts Manager is responsible for the awarding and monitoring of grants and sub-contracts in accordance with Pact and USAID guidelines. This requires close collaboration with partners, other units within Sajhedari Bikaas, and Pact headquarters. The incumbent will manage agreements with international, national, and district-based partners, including periodic travel to project areas. The Grants and Contracts Manager reports to the Grants and Contracts Director.

Specific Duties and Responsibilities:
• Support and oversee the administration of the full cycle of grants management activities beginning from solicitation, and including pre-award assessments, negotiation of awards, monitoring awards, and close-out procedures
• Negotiate terms and conditions and their documentation for sub-grants and contracts
• Provide guidance on issues that arise during grant and sub-contract program implementation
• Oversee compliance with terms and conditions of awards
• Assist with the resolution of audit findings
• Provide policy guidance and interpretation for program staff, grantees and sub-contractors
• Assist with training of grantees and sub-contractors and Pact staff to ensure they understand all requirements and are able to fully comply with donor standards
• Ensure grants and sub-contract records are complete, organized, and secure
• Review budgets to ensure that costs are allowable, allocable, and reasonable
• Support closeout of awards, and provide oversight to staff for closeout of awards, including preparation of final inventories, property disposition under contracts and grants received by Pact
• Serve as the primary data input representative for Serenic and CRM
• Update and edit Sub award matrix as necessary
• Perform other duties as assigned

Minimum Qualifications:
• Master’s degree (or equivalent work experience) in grants/contracts management, Business Administration, or related field
• Minimum 7 years’ work experience in grants and contracts management
• Experience working with local NGOs; direct experience with procurement processes, budgeting, accountability and grants/contracts experience required
• Experience in contracts/grants financial management with a
knowledge of US Government regulations preferred
• Understanding of local contract, procurement, and labor law
• Experience working under USAID contracts as well as issuing grants in accordance
with ADS 303
• Excellent English skills: speaking comprehension, reading, and writing
• Excellent computer skills, especially in Excel, Word, and database management
• Strong interpersonal and problem-solving skills
• Ability to work as part of a team
• Ability to work well under pressure
• Ability and willingness to work in a challenging and dynamic environment
• Ability and willingness to travel domestically on short notice
