Position Summary: The Capacity Development Officer implements capacity development strategy for the Pact Zambia office and funded projects. The Capacity Development Officer provides capacity support to all Pact partners, including designing or adapting capacity development tools, systems, assessment methodologies, and provides direct support to partners in the areas of governance, leadership, human resources, policy development, Board development, communications, and sustainability planning. The Capacity Development Officer supports advocacy and networking related components for Pact Zambia and among partners.

Specific Duties and Responsibilities
• Deliver all customized capacity development-related activities for Z-CHPP in diverse areas of organizational development (i.e. program management, resource mobilization, and monitoring and evaluation) and technical capacity development.
• Work closely with selected local partners to ensure adequate capacity is built in identified areas of the program.
• Conduct technical and organizational capacity assessments (TOCA), network analysis (ONA), and Organizational Performance Index (OPI) with partners.
• Provide technical direction in activity planning for all capacity development components including network strengthening.
• Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning and other methodologies.
• Ensure flexibility and high quality of the capacity development support provided to the partners.
• Ensure integration of organizational capacity development with other technical support the project will provide to partners.
• Lead in program monitoring, evaluating, learning and periodic reporting related to capacity building.
• Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation.
• Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.
• Ensure proper administration of logistical aspects related to capacity development activities.
• Remain up-to-date with latest methodologies, best practices, and donor requirements and ensure that the project capacity development results are consistent with the best practices of the sector.
• Actively participate in Pact’s capacity development Community of Practice forum.
• Travel frequently within Zambia.
• Perform other duties as assigned.

Experience Requirements
• Practical experience in implementing capacity and organizational development programs.
• Minimum of 2 years of experience in successful organizational development capacity development of civil society organizations in Africa.
• Proven skills in developing organizational capacity of partners in implementing HIV/AIDS programs.
• Previous experience working with USAID funded programs and knowledge of USAID regulations and requirement.
• Experience developing and leading innovative capacity and organizational development technical trainings.
• Knowledge and Experience in conducting capacity development assessments.

Education and Qualifications
• A university degree or other suitable qualification in a related field.
• At least one year experience in a similar position.
• Excellent oral and written communication skills; fluency in the local language and English.
• Knowledge of HIV/AIDS or other relevant public health and community development issues.
• Excellent communication skills for advocacy, training, and facilitation.
• Ability to work independently, take initiative and manage a variety of activities concurrently.
• A strong team player with excellent interpersonal skills and the ability to work in a fast-paced environment.
• Demonstrated ability to transfer knowledge through training and mentoring.
• Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations.
• Ability to work with tight deadlines and yet deliver effectively.
